The following steps have been taken to increase military expenditure on Operations and maintenance of military equipment and development of defence Infrastructure and procurement:-
• Strengthening of procurement organisation, Concurrent procurement activities and establishment of a robust monitoring mechanism have been undertaken to reduce overall procurement timelines and thereby increasing military expenditure.
• Infrastructure Development is a continuous process and all requisite measures are undertaken to expedite the progress in different Commands.
• In order to expedite the pace of construction of infrastructure, outsourcing has been allowed to expedite the road construction activity along the border areas.
• The revised Defence Procurement Procedure has been promulgated in 2016 with a view to expedite Capital Procurements.
The government has entered into contracts with few Israeli firms for supply of defence equipment with Transfer of Technology or work-Share arrangements. The divulgence of details will not be in the interest of national security.
In addition, Defence Research & Development Organisation (DRDO) has several defence Research & Development programmes with Directorate of Defence Research and Development (DDR&D), Israel. Under this, Israel shares technology information, know-how, know-why and undertakes collaborative research projects.
DRDO and DDR&D meet annually under the aegis of Indo-Israel Management Council (IIMC) to pursue and discuss defence R&D activities.
